He also noted major gains in education, such as reopening 535 schools, returning over 300,000 out-of-school children to the classroom, and constructing or renovating nearly 2,000 classrooms across the state.

In the health sector, the Governor said all 255 Primary Healthcare Centres are being upgraded to Level 2 standard, while 15 General Hospitals are undergoing significant reconstruction, five of which have been completed.

He further mentioned the expansion of healthcare capacity through the new 300-bed Bola Ahmed Tinubu Specialist Hospital. On agriculture, he disclosed a major funding rise from ₦1.4 billion in 2023 to ₦74.2 billion in 2025, along with the distribution of over 900 trucks of free fertilizer.

Governor Sani emphasized fiscal responsibility, stating that his administration has not contracted any new loans and has paid ₦114.9 billion in debt servicing. He added that each of the state’s 255 wards received ₦100 million for community-driven projects under the participatory budgeting framework. He urged lawmakers to support the budget, which he said is designed to build a secure, productive and inclusive Kaduna State.
